The Reorganization of Steel

After coal, steel was the industry whose organizational efficiency came in for most criticism between the wars. However, as with mining, all that eventually resulted was a state-sponsored cartel (voluntary in this case) designed to stave off collapse rather than a concerted effort at production reorganization. The difference in steel was that a much more coherent idea emerged as to how costs could be reduced through structural and technical change. Hence, the notion of missed opportunity probably has more relevance there than in other major staple trades. Yet even in steel, the scope for efficiency improvement was not as overwhelming and clear-cut as contemporary critics liked to believe and the priority the government eventually gave to propping up the industry was not necessarily misguided.
